Welcome indeed to the UNISON Suffolk County Branch website.  You can meet the branch staff and officers here.

Unison itself is Britain's fastest growing union with a membership in excess of 1.3million and its members work in both the public and essential services.

We seek to offer our members welfare support, help and advice on employment, legal and Health & Safety matters as well as education and training opportunities.

Pay Consultative Ballot Result - 8 May 08

The result of the recent pay ballot held by Suffolk County Union Branch has been announced.

Members of the Branch have voted in equal numbers Yes and No for rejection and acceptance of the offer - After a recount no majority has been recorded.

Details of the ballot result have been forwarded to Unison at Regional level where they will be collated and referred to national level. The National Committee will then look at the results nationally and decide what action is to be recommended.

Further information will be forthcoming after the national discussion.

Schools Organisational Review - 30 April 08

HAVERHILL MEETINGS

Members of UNISON are invited to attend one of two meetings to be held to discuss the Schools Organisation Review in the Haverhill area.

The meetings will be held at:

Clare Middle School on 6 May between 5.30 and 7.00pm and

Parkway Middle School, Haverhill on 7 May between 5.30 and 7.00pm

The purpose of the meetings is to consider responses to the formal statutory notices resulting from the County Council proposals to restructure schools in this area.


National Awards for Schools Support Staff - 29 April 08

In 2005, the National Awards for School Support Staff was launched. This initiative was launched to recognise the valuable work done by support staff working in schools. UNISON has worked in partnership with the National Bursars Association (NBA) and the GMB in drawing up the details and terms of reference for the awards. There has been for several years awards for teaching staff and these awards aim to recognise the achievement of school support staff in their role of supporting the provision of education in schools.  Read the full bulletin here and guidance/application notes here.

Is this the end of Residential Care as we know it? 28 April 08

On the 29 April 2008, the Suffolk County Council Cabinet will receive a report regarding the future of Residential Care Homes in the County. This is available here.

Their preferred option is that Suffolk County Council should set up a Public Private Partnership with a not-for-profit or a private 'third sector' partner, who would be responsible for the provision of services as well as the estate development. The Council also intends to apply to Government for Private Finance Initiative (PFI) as this will allow for the public sector to contract for the purchase of services on a long term basis. This would mean that the management responsibility and development of these homes would be transferred to the independent sector. Although the care in our homes is among the best in the East of England, years of underfunding have left some, in a poor state of repair, and require urgent modernisation.

UNISON welcomes better funding for these vital services but do not believe that privatisation or partnership working is the answer. Suffolk has an ageing population and UNISON recognises the need for modernisation of this vital service. However, we do not wish to see a reduction of quality, by trying to reduce care costs. UNISON has campaigned to keep public services in house. It has promoted the quality in public services and has pushed for the recognition of the essential role of staff in achieving this. 

We have won recognition and support for the evidence and critiques of policies such as PFI and have been successful in securing important policy changes.  Although UNISON opposes privatisation and marketisation of public services, it recognises that where change is unavoidable, UNISON will ensure that it negotiates the best conditions of service for our members. 

As this will have a major impact on services the Branch wants to create a Residential Care team for consultation purposes. We would also require Stewards to join a negotiating group. Probation Pay Dispute - Latest - 24 April 08

Following the decision of Probation Employers not to pay due increments to probation staff from 1 April 2008, Napo and Unison have recorded a dispute at the National Negotiating Council and are asking embers to show support for industrial action in an indicative ballot (more)


CSD Services to Schools Relocation - The Unison Response - 24 April 2008

UNISON has been formally consulted on the proposals to relocate the service provided by CSD to schools from Lowestoft, Bury and St Edmund House to Constantine House during the next six months (more)


Pay and Local Government Review Consultation - 16 April 2008

The Branch Committee meeting held on 15 April 2008 decided to ballot all affected members on the 2008 Pay Offer.  Members are reminded that this is only a consultative ballot and is being held in order to gauge support for acceptance or rejection of the offer.

Only staff to which the pay offer relates should vote in this ballot. These include all SCC Employees but not Probation, Colleges or the Voluntary Sector.

At the same time the branch agreed to ballot members on their favoured outcome of the Local Government review being carried out in Suffolk and Norfolk by the Boundary Committee. 

The branch is interested in seeking your views on the current concepts so that we can submit our views when the stakeholder consultation takes place later this year. 

The seven options submitted as potential concepts are included but at this time we do not know whether they will be approved for further work by the Boundary Committee.

Local Government Review Update - 15 April 2008

Background

The Branch Committee is asked to determine what the position of our branch should be with regard to the Local Government Review in Norfolk and Suffolk currently being undertaken by the Boundary Committee. 

This follows on from the unsuccessful bid of Ipswich Borough Council last year to become a unitary authority. The bid failed primarily because the current boundaries of Ipswich made that bid unaffordable. A similar bid by Norwich City Council also failed for similar reasons. 

The Government decided that whilst rejecting those bids that the Boundary Committee should set up a joint review of both Suffolk and Norfolk.  The Boundary Committee have made it clear that the Government are not expecting the status quo to be maintained. 

The Process

The Boundary Committee have asked the local authorities in Suffolk and Norfolk to produce "concepts" for them to consider. This process has just finished. 

These "concepts" will then be looked at by the Boundary Committee and those which meet the five criteria (Broad cross-section of support; strategic leadership; neighbourhood empowerment; value for money in provision of services, and; affordability) will then be opened up for stakeholder consultation. This will happen during July-October.  

Once the stakeholder consultation has been completed the Boundary Committee will produce a recommendation for the Government to adopt (or not as the case may be).

Any change is not expected to happen until 2010 at the earliest. 

The "concepts"

The following suggestions have been considered: 

  • A single Suffolk unitary
  • An Ipswich unitary and a rest of Suffolk unitary
  • An East Suffolk unitary and a West Suffolk unitary
  • An all or part of Great Yarmouth/all or part of Waveney unitary and rest of Suffolk unitary
  • An Ipswich unitary, an all or part of Great Yarmouth/ all or part of Waveney unitary and a rest of Suffolk unitary
  • An Ipswich unitary, an East Suffolk unitary and a West Suffolk unitary
  • An Ipswich unitary, an all or part of Great Yarmouth/ all or part of Waveney unitary, an East Suffolk unitary and a West Suffolk unitary

The Local Authority views

Suffolk County Council and Mid Suffolk District Council support a single Suffolk unitary authority. 

Ipswich, Suffolk Coastal, St Edmundsbury and Waveney reject the concept of a cross county authority

Ipswich, Suffolk Coastal, St Edmundsbury and Waveney support an Ipswich unitary, an East Suffolk unitary and an West Suffolk unitary. 

Babergh and Forest Heath support a West Suffolk unitary.

PLD Review Update - 11 April 2008

UNISON has been involved in lengthy discussions with management over the proposals to review the PLD service. 

Following consultation with members via e-mail and this website we have agreed with management: 

revised job descriptions (with minor amendments)

revised competency framework subject to further work on examples for gathering evidence

revised career progression scheme which will allow staff to move through the grades (subject to business need) 

a process for dealing with temporary/seconded/ acting up staff

The review will now move to the next stages which are: 

a)    Agreeing new grades for the revised job descriptions (by 18 April) 

b)    Agreeing the new competency framework (by 25 April) 

c)    Assimilation of permanent staff (by end of May) 

d)    Recruitment to vacancies including relief staff (by end of May)

e)    Training for mangers and senior staff (by end of May) 

f)     Road shows for local teams (by end of May) 

g)    Implementation date - 1 June 2008

NUT Industrial Action - 11 April 2008

Members have been asking what action they should take during the proposed NUT Industrial Action on 24 April.

UNISON members should not take part in Industrial Action on that day as we are not involved in the dispute.  However UNISON members should not undertake any work which would normally have been undertaken by NUT members.  If you are asked to do this you should contact the UNISON office immediately. 

If your school/class is closed you should report for work as normal.  You will be paid as normal.


2008 Pay Offer.  Members views sought - 9 April 2008

Unison has recommended the rejection of a 2.45% offer and your views are now being sought.

Unison's lay committee overseeing local government talks in England, Wales and Northern Ireland is consulting members on the employers' final offer, under the local government group's pay consultation procedures, with a recommendation to reject.

The offer, made on 2 April. is worth 2.45%, plus an extra £100 for lower paid members - an increase of 3.3%

The consultation will be carried out on the basis that - if members vote to reject the offer - they will need be prepared to take sustained and escalating strike action, starting with a two-day strike and escalating to more than two consecutive days of action, to get the employers back to the negotiating table.

This matter will be discussed by the Suffolk County Branch Committee on the 15 April.  Please tell the branch office what your views are on this important matter.

Business Support in SCC - 8 April 2008

The branch has been consulted in two reviews on business support services within the County Council. The two areas under review at the present time are Shire Hall in Bury (in preparation for the PSV) and in CYP at Endeavour House.  We are also aware that ACS in Endeavour House will be reviewed at some stage in the future. 

The branch is concerned at the piecemeal way in which these reviews are being carried out within the authority. 

We have therefore suggested that the best way of dealing with this matter is to have a county wide review.  The reason for suggesting this is that there needs to be a consistent approach to the review so that all staff are treated in a fair way. 

We will keep you informed of developments but do contact the branch if there is anything that concerns you about the reviews.


CSD Services to Schools - 7 April 2008

The Branch has been informed of a restructuring within CSD relating to those staff who undertake IT, Human Resources and Finance functions for schools in Suffolk.  The proposal will involve the centralisation of staff into Constantine House at Ipswich.  This may have a potentially negative impact on staff who are currently based at Lowestoft, Bury and St Edmund House. 

The Branch will be trying to ensure that members are treated in accordance with County Council procedures around flexible working and disturbance and travel.

CYP Adoption Service Review - 7 April 2008

The Branch has recently been informed about a review in the Adoption Service. This review will increase the number of staff employed within the service but may involve a change of work location. This may have a potentially negative impact on staff who are currently based at Kerrison and St Edmund House.

The Branch will be trying to ensure that members are treated in accordance with County Council procedures around flexible working, Disability Discrimination Act and disturbance and travel.
